QUEBEC IMMIGRANT INVESTOR PROGRAM
The Quebec Immigrant Investor Program is the only large scale passive investment program of its kind in Canada and the second largest in North America after the US EB-5. This popular program is designed to allow qualified immigrant investors and their dependent family members the opportunity to enter the province of Quebec as permanent residents, granted they meet the requirements discussed below.
Investors must demonstrate possessing a minimum of $1,600,000.00 CAD in total net assets either by themselves or combined with the assets of their spouse. An investor must demonstrate a minimum of two years of management experience in a business (agricultural, industrial or commercial), in government or in an international organization within the last five years preceding the application for a certificate of selection. They must demonstrate a control over financial resources, and either material or human resources or both. This experience must have been acquired in an environment where the staff, excluding the investor, occupies at least the equivalent of two full-time jobs.
Accepted investor applicants must make an investment in the amount of $800,000.00 CAD, interest free, for a period of five years after which time the full amount will be returned to the investor.
Note: In the alternative, if the Quebec Immigrant Investor does not wish to forego the amount of $800,000.00 CAD for a period of 5 years, the investor will have the option to borrow the investment amount through an authorized broker or trust company. Immigration to Quebec through the Quebec Immigrant Investor Program, is done in two stages. The first stage involves the applicant satisfying the requirements of the program itself and receiving a Quebec Selection Certificate (Certificat de Sélection du Québec, known as a CSQ), while the second stage involves the investor and their dependent family members making applications for permanent residence to IRCC.
